Solution 1: You Need a Different PS4 Account
The Error CE-36329-3 targets a selected account rather than the entire PS4 and its connection which suggests that the matter is often avoided just by using a different PSN account. You can look at other solutions if this does not solve it.
Step 1: Start up your PS4 and navigate to New User >> Create a User or User 1 on the PlayStation Log-in screen.
Step 2: This should create the local user on the PS4 itself, not a PSN account.
Step 3: Select Next >> New to PlayStation Network? Create an Account > Sign Up Now.
Step 4: If you decide on Skip you’ll choose the avatar and name for your local user and play offline directly. On the home screen, open your avatar to check in for PSN later.
Step 4: If this is your first go to User 1 Profile and input your details. Then click Next.

If you’re under 18 once you enter your birthday, you’ll create an area user for offline play. Don’t put earlier date of birth. It is against the PSN Terms of Use. Ask an adult to approve. Create a web ID and enter your first and surname.
Select Sharing, Friends and Messages settings.
You can ask an adult to sign in with their account to authorize PSN access or play offline until they do. This applies if you’re under 18.

If you can’t find it, change your email address. Log in with Facebook to link your Facebook accounts and PSN.

Solution 2: The Error Can Be in the Friends List

Step 1: Download and install the PlayStation app for your respective mobile OS and login into the app with an equivalent credentials you used on your PS4.
Step 2: Go to the Friends menu. Try to do things you weren’t able to while on your PS4

Solution 3: Restart Your PS4 Completely
A complete restart of the console is usually necessary since it clears the cache and resets certain processes that could have gone corrupt due to the constant working of the console. This method has a high chance of succeeding, by restarting your connection with PS4 servers.
Step 1: Completely turn off the PlayStation 4.
Step 2: Once the console is pack up, unplug the facility cord from the rear of the console.

Solution 4: Begin with Safe Mode
This looks like a drastic method but it’s a sure way to get rid of the error code. You may lose data but the console will be like new when you are done. Ensure you have plenty of space on a USB and active internet on a computer.
Step 1: On the USB memory device, create the required folders for saving the update file.
Step 2: Open a new folder named “PS4” on your desktop. Create a second folder inside it and name it “UPDATE”..
Step 3: Download the file. Then save in the “UPDATE” folder you opened in step 1.
Step 4: Name it “PS4UPDATE.PUP”. You should get the correct name to recognize them.
Step 5: Turn off the facility of your PS4 console completely and confirm that the facility indicator isn’t lit in the least. If it’s and if its color is orange, confirm to press and hold the facility button on your PS4 for a minimum of 7 seconds until the system produces a second beep.
Step 6: Connect the USB to PS4. Press and hold the power button of the console for 7 seconds start in safe mode.

Step 3: Boot back to the safe mode and click on the “Rebuild Database” option, if the difficulty still exists.
Step 4: After rebuilding the database, check to ascertain if the difficulty persists.
